Yes, you can get legally married or you can get legally married prior to your Joshua Tree elopement and just say your vows on the day of.
To legally get married in Joshua Tree special use permits for $120 are required. You have to acquire a marriage license from San Berardino county (the county Joshua Tree is in). An appointment is required to get your marriage license.
